Item 34
A Resolution authorizing the Mayor to execute an Agreement with the Southeast Energy Efficiency Alliance (SEEA), as a sub-recipient, of $95,000.00 in funding to implement the Citywide Rehab Program to include conducting a formal energy audit for local residents, track pre-repair and post-repair energy consumption, and create an energy efficiency opportunity map for the City (Citywide Rehab Program), and the term of the Agreement is for two (2) years and no matching funds are due from the City.
The City has received a grant, through the Southeast Energy Efficiency Alliance, from the US Department of Energy, to conduct energy audits for the 100 homes chosen for the Citywide Rehab Program. According to the City’s Department of Planning, Engineering, and Permits, the homes will be selected from Wahouma, Gate City, Titusville, Central Park, and West End.
Birmingham ranks as one of the cities with the highest average energy burden in the nation, which means that many of our residents are having to spend a large portion of their income on utility bills like power and gas. These audits will help the City find out what specific repairs need to be made with the roughly $10,000 per-home budget for the $1,000,000 Citywide Rehab Program. Additionally, the City is pursuing avenues to train residents and volunteers to perform simple repairs that will reduce energy burden.

A resolution appointing one (1) member to the Birmingham Planning Commission to fill the unexpired term of Zakee M. Iddeen, said term expiring on October 6, 2020.
A resolution appointing one (1) member to the Birmingham Planning Commission to fill the unexpired term of Zakee M. Iddeen, said term expiring on October 6, 2020.
The Birmingham City Council voted to appoint Mr. Brian Gunn to the Birmingham Planning Commission to replace Mr. Zakee M. Iddeen, who resigned due to moving to another city.
The Birmingham Planning Commission is the official planning agency of the City of Birmingham. Its broad responsibility is to plan for the orderly physical development and/or redevelopment of the City, including its transportation network, public facilities, and the arrangement of land uses. More specifically, this Commission is responsible for preparing and maintaining, on a current basis, a Comprehensive Plan which serves as an overall guide to coordinate private and public development within the City.
Item 75
A Resolution to set a public hearing to consider a temporary moratorium on all activities relating to the acceptance, review and action upon applications for issuance of zoning approvals, permits site plan approvals and any other official City action or approval that would authorize or permit new or expanded self-storage mini-warehousing facilities or uses to be constructed or create any vested rights that would authorize selfstorage mini-warehousing facilities to be constructed in the future in any region other that M4 and I4 districts of the City.
The Birmingham City Council will hold a Public Hearing on Tuesday, July 2nd at 9:30am in the Council Chamber on the 3rd Floor of City Hall to consider temporarily stopping issuing business licenses and other forms of City approval for Self-Storage Mini-Warehousing facilitates in any areas besides those zoned for certain manufacturing and industrial activities.
While no specific projects were discussed, Councilor Darrell O’Quinn, who submitted the item, cited a need to move expeditiously in order to prevent prime downtown real estate from becoming future self-storage facilities that don’t provide more than a few jobs and often occupy large parcels.
