Item 1

An Ordinance to amend Title 12, “Licensing and Regulation”, Chapter 10, “Intoxicating Liquors”, of the General Code of the City of Birmingham, 1980, to designate the Pepper Place Entertainment District.

Pepper Place in Lakeview now has Birmingham’s second “Entertainment District” designation (the first was Uptown). Patrons of Pepper Place will now be able to carry alcoholic beverages in an area clearly marked with signs, and in specially marked containers. The hours of the “Entertainment District” will be: Monday-Friday 4:30pm-11:00pm and Saturday and Sunday 10:00am-11:00pm. For more information about this designation, please read their application.

Under Alabama State Law, the City of Birmingham is allowed to have a total of 5 such “Entertainment Districts”.

Item 29

A Resolution amending The World Games 2021 Local Organizing Committee and City of Birmingham Agreement.

The Birmingham City Council has passed a resolution amending language in the 2021 World Games local organizing committee’s structure, requesting that the Board of Directors add an additional seat for Council representation on the local organizing committee. The amendment would make a total of three authorized representatives on the committee — a “City Representative” a “City Council Representative” and a “Foundation Representative” according to the agreement.

The resolution that was passed does not, however, add representation to the committee; the World Games Board of Directors must authorize changes to the committee structure. The resolution is a way to urge the board to do so.

Item 85

A Resolution setting a public hearing February 5, 2019, to consider a proposal to amend the Druid Hills Urban Renewal and Redevelopment Plan to include an expansion of the Plan’s redevelopment boundary area.

A Public Hearing will be held on February 5th during the City Council Meeting to consider expanding the boundaries of the Druid Hills Urban Renewal and Redevelopment Area to include the Carraway Hospital Campus and surrounding areas. The adoption of an Urban Renewal Plan for an area provides the City with a plan to eliminate blight and blighting factors and promote redevelopment. Currently, the City of Birmingham has adopted 46 Urban Renewal Plans.

Adoption of this amendment to Druid Hills’ Urban Renewal Plan will help the developer, Corporate Reality, acquire 5 abandoned, tax-delinquent properties. Those properties are:

1547 Walnut Hill Circle

1521 Walnut Hill Circle

2212 15th Avenue North

2214 15th Avenue North

1500 Walnut Hill Circle

No other property will be acquired as a result if the adoption of an implementation of the Amended Druid Hills Plan.

In September and October 2018, the City of Birmingham and Carraway Hospital Campus property owner Corporate Realty held two public visioning sessions to allow residents of the surrounding neighborhoods to give their input about what they’d like to see developed in the area.
