Item 1

An election to fill the vacancy of the President Pro — Tempore of the Birmingham City Council for an unexpired term ending on the fourth Tuesday in October 2019.

The City Council voted to delay this item until the October 23rd City Council meeting. All members of the Birmingham City Council will participate in interviewing the 13 candidates who applied to fill the vacant Council seat for District 7. Those interviews will be held on three consecutive days: October 18th, 19th, and 20th. On the following Tuesday, October 23rd, the Council will appoint the new representative for District 7, and that new Council member will take part in the vote for filling the unexpired term of President Pro-Tempore that will end in October of 2019.

Item 12

An Ordinance approving and authorizing the Mayor to execute a Redevelopment Agreement and a Ground Lease with A.G. Gaston Boys and Girls Club, Inc. under which the City will lease approximately four (4) acres of land located along Avenue W at the Crossplex site to A.G. Gaston Boys and Girls Club, Inc. for a term of 95 years at a rental of $1.00 per year, and A.G. Gaston Boys and Girls Club, Inc. will construct and operate a new Boys and Girls Club facility on the site

The A.G. Gaston Boys & Girls Club (AGGBGC) has raised over $7 Million in a capital campaign for development of their new location, across the street from the 5 Points West library near the Birmingham Crossplex. The space where the 24,300 square foot facility will be built is being leased to the AGGBGC by the City of Birmingham for $1/year for 95 years. The new clubhouse will allow the AGGBGC to increase its capacity to allow for an average daily attendance of 450 children and youth The groundbreaking on the clubhouse is set for December. Construction is scheduled to last 12-to-14 months with the goal of the new clubhouse being open by early 2020.

Item 14

A Resolution confirming the appointment by the Mayor of Director 5 and Director 6 to the Birmingham Lank Bank Authority, the term of Director 5 expiring October 2, 2021, and the term of Director 6 expiring August 19, 2022.

The Council voted to appoint two directors to the Birmingham Land Bank Authority following a discussion about the purview and mission of the body — Director 5, Jason Eppenger and Director 6, Marshall Anderson.

The mission of the Birmingham Land Bank Authority is to serve the citizens of Birmingham by working collaboratively and transparently with community stakeholders and the City of Birmingham to steward vacant, abandoned, and tax-delinquent properties and dispose of them to the best use as defined by the needs of the community to reduce community blight, stabilize neighborhoods, facilitate community civic, and commercial redevelopment, and to increase community and overall City of Birmingham property values while returning such properties back to the tax rolls.
