Here are a few of the main items the Birmingham City Council approved at the November 12th 2019 Meeting:
Item 7
The Birmingham City Council approved the abatement of nuisances existing on 329 properties, and authorized that the costs of the abatement be assessed against and constitute a lien upon such properties.
The City of Birmingham’s Code Enforcement division has a multi-step process to abate and assess costs for abandoned properties with overgrown weeds. First, a City Inspector will send the property owner a notice that their property has overgrown weeds. A picture will be taken, and a certified letter will be sent, notifying the property owner of a two-week period to address the issue. If no substantial progress is made, a “posting”, or notice, is placed upon the property, letting the property owner know that the property will be on the City Council agenda as a public nuisance. After the City Council votes to approve the item, the property will appear a second time on the agenda (as all the properties in Item 7 were today), authorizing the City to actually abate the weeds. Finally, the nuisance properties will appear on the agenda for a third time, once the costs have been assessed against the properties.
Item 11
The Birmingham City Council an agreement with Jefferson County for improvements at Cahaba River Road.
The Agreement for the Cahaba River Road improvements are part of a Jefferson County resurfacing project that includes milling, resurfacing, and other necessary repairs to the road bed. The City’s portion of the costs is $65,505.43 for the section of road located in Birmingham.
Item 13
The Birmingham City Council renewed a contract that will provide up to $100,000 to assist in covering health care costs in an effort to provide assistance for law enforcement and individuals suffering from mental health disorders.
The contract, which is for a three-year term, is to help accommodate a state law passed in 1975 that addresses what happens when law enforcement encounters individuals who appear to be mentally ill. There are processes in place for handling such scenarios that involves taking the person to the hospital for evaluation.
The interagency agreement between the Birmingham Police Department, the Jefferson County Sheriff’s Office and UAB Health Services reinforces these protocols. The money allocated by the City of Birmingham is aimed to help with the cost of psychiatric evaluations that are mandated under the state law.
