Here are the highlights from the Birmingham City Council Meeting on December 12th, 2017.

THE BUDGET

Agenda Item 21: An Ordinance “TO ADOPT THE GENERAL FUND BUDGET” for the fiscal year ending June 30, 2018, as presented by the Mayor on May 16, 2017 with amendments.

After months of deliberations between the previous administration and the Birmingham City Council, the Fiscal Year 2017–2018 Budget was unanimously passed. The City Council and Mayor’s Office met at a Special Called Committee of the Whole Meeting on Monday, December 11th, and came to an agreement on a budget that the City Council could pass. The Budget includes both a 1% Cost of Living Increase for all City of Birmingham employees, as well as Longevity Pay for City of Birmingham Employees who have served for ten years or more.

Alabama School of Fine Arts

Agenda Item 36 An Ordinance approving and authorizing the Mayor to execute a Redevelopment Agreement with Alabama School of Fine Arts Foundation, under which the City will sell property consisting of a 10,367 square foot building located 820 18th Street, North to Alabama School of Fine Arts Foundation for $250,000.00, and Alabama School of Fine Arts Foundation will redevelop the property for use by the Alabama School of Fine Arts.

At a Special Called Committee of the Whole Meeting on November 29th, a presentation was made by Jim Stanley of the City’s Law Department and representatives from the Alabama School of Fine Arts. The school is in need of expansion to accommodate a growing student body. The City-owned property is right by the school, and was actually the first location of the Alabama School of Fine Arts. The school will put several hundred thousand dollars into renovating the property as well.

Alabama Regional Medical Services

Agenda Item 37 An Ordinance authorizing the Mayor to enter into a Real Estate Transfer Agreement to include all necessary documents to effectuate the sale with Alabama Regional Medical Services, Inc. (“Redeveloper”) under which the City will convey to the Redeveloper property known as the “Northern Health Center” located at 2817–30th Avenue North, Birmingham, AL 35207, and all personal property located therein to the Redeveloper for a value of One Dollar ($1.00) for future redevelopment opportunities to generate a positive economic benefit to the citizens of Birmingham and promote the health, safety and welfare of the citizens of Birmingham and Jefferson County.

The Birmingham City Council voted unanimously to approve a resolution to transfer ownership of a former medical facility in North Birmingham to Alabama Regional Medical Services for the cost of $1.00, in order for the company to develop a first class medical facility that will provide medical, dental, and pharmacy services to an estimated 21,000 adult and pediatric patients.
