And here are a few of the main items the Birmingham City Council approved at the December 17th, 2019 Meeting:
Item 1
As part of an ongoing effort to update Birmingham’s zoning map, the City Council unanimously approved a plan to rezone the West End Community. Councilor Steven Hoyt, chair of the Planning and Zoning Committee, said this is the best way to change the “Zoning Mayhem” in Birmingham

Item 3
Following a public hearing, the Birmingham City Council unanimously voted to designate Five Points South as an entertainment district. The new ordinance is slated to go into effect March 1, 2020. The designation is the third of its kind in Birmingham with Uptown being approved in 2015, and Pepper Place being approved last year. The boundaries of the entertainment district allow for open containers of alcohol to be carried outside of establishments, and in turn increase foot traffic in areas that are developed for music, restaurants and bars.

Item 16
The Birmingham City Council approved an Ordinance to extend the moratorium on self-storage mini-warehouses, passed by the City Council on July 2nd, for an additional 90 days beyond the original December 30th, expiration. Read more about this ordinance here:
Items 18, 19, and 20
The Birmingham City Council passed three Resolutions to approve Agreements with LiftFund, and Urban Impact. These organizations will receive funding from the City through the Building Opportunities for Lasting Development (or BOLD) program.
Item 18
For a one-year funding agreement of $120,000 LiftFund will:
· Provide collaborative outreach and education for microbusinesses to women-owned, minority-owned, and disadvantaged businesses (WMDBEs)
· Administer microloans of up to $10,000 made to WMDBE microbusinesses located within the City of Birmingham
Urban Impact received two Bold Grants.
Item 19
For a one-year funding agreement of $75,000, Urban Impact will:
· Establish and support action oriented collaborative networks that generate innovative solutions based on Main Street’s Four Point approach
· Implement strategies that promote and market the entire Urban Impact Development District’s unique characteristics to residents, investors, business owners and visitors
· Implement a series of new programs and incentives to catalyze development activity in the Historic 4th Avenue Business District
· Fill vacant and blighted spaces by developing more robust business recruitment platforms powered by programs designed to offer predevelopment assistance and resources to property owners, merchants and investors
· Build a future for the Main Street program and secure sustainability strategies
Item 20
For a one-year funding agreement of $138,224, Urban Impact will:
· Establish and support action oriented collaborative networks that generate innovative solutions based on Main Street’s Four Point approach
· Implement strategies that promote and market Ensley’s unique characteristics to residents, investors, business owners and visitors
· Implement programs and support community efforts that promote and create a more inviting atmosphere, created through attractive window displays, parking areas, building improvements, street furniture, signs, sidewalks and landscaping
· Fill vacant and blighted spaces by providing niche technical assistance and resources to merchants and property owners
· Build a future for the Ensley UrbanMain — Main Street program and secure sustainability strategies
