And here are a few of the main items the Birmingham City Council passed at the February 4th 2020 meeting:

Item 1

The Birmingham City Council approved a rezoning that will allow for a new cottage and townhouse development in South Woodlawn at 5984 Georgia Road, 6004 Georgia Road, 6012 Georgia Road, 200 61st Street South and 216 61st Street South.

The City’s Long Range Land Use Plan identifies the property as Mixed-Use Low; therefore the proposed rezoning request is not consistent with the Long Range Land Use Plan.

The City’s Long Range Land Use Plan identifies the properties at 132 61st Street south, 200 61St Street South, 216 61st Street South and 6032 Georgia Road as Residential Low. This land use category is exclusively single-family homes. In addition, schools, churches, and neighborhood-serving public uses are allowed.

The proposed rezoning request for the properties located at 132 61st Street South, 200 61st Street South and 216 61st Street South is not consistent with the Long Range Land Use Plan.

The City’s Long Range Land Use Plan identifies the properties at 6012 Georgia Road, 6004 Georgia Road and 5984 Georgia Road as Residential Medium. This land use category allows for a mix of single- and two-family, townhouse, and small apartment buildings (6 or fewer units). In addition, schools, churches, and neighborhood-serving public uses are allowed.

The South Woodlawn Neighborhood Association met at its regularly scheduled meeting on October 5th, 2019, to review the proposed project and voted to recommend approval of the proposed rezoning request. The vote was 7 approved and 0 denied.

The Zoning Advisory Committee met at its regularly scheduled meeting on November 5, 2019 to review the applicant’s rezoning request and voted to Recommended the rezoning request.

The Planning and Zoning Committee met at its regularly scheduled meeting on November 13, 2019 to review the applicant’s rezoning request and voted to Recommended approval of the request as well.

Item 16

The Birmingham City Council voted to approve a $400,000 Federal Grant from the Substance Abuse and Mental Health Services (SAMHSA) for the Birmingham Municipal Court’s Adult Court Expansion Project.

The Birmingham Municipal Drug Court Treatment Project will enhance treatment services for individuals enrolled in the Birmingham, Alabama Municipal Drug Court. The project will serve 150 clients per year. The population of focus will be low-income and/or uninsured adults with a substance use disorder or co-occurring substance use and mental disorder. Aletheia House, a community-based nonprofit organization with more than forty years of experience, will provide the treatment services. The project will use evidence-based practices including: cognitive behavioral therapy; integrated services for individuals with co-occurring substance use and mental disorders; medication-assisted treatment (MAT); recovery support services; tobacco cessation services; and services that address the specific needs of returning veterans and their family members. The project’s goals include: 1) clients will decrease their use of drugs and alcohol; 2) clients with co-occurring substance use and mental disorders will experience a decrease in behavioral health problems; 3) clients who are assessed as being appropriate for MAT, and who choose to use MAT, will experience a decrease in behavioral health problems; 4) clients will increase their use of recovery support services, 5) clients will decrease their use of tobacco; and 6) returning veterans and their family members will experience a decrease in behavioral health problems.

Item 66 (addendum item)

The Birmingham City Council approved a Resolution authorizing the Mayor to issue a firm commitment to allocate a total of $960,060 of the CIty’s federal HOME Funds to WF Southtown Family, LP for the development of affordable housing on property within the Southtown Court public housing redevelopment project area. After the company submits the appropriate program documents to the Community Development Department, the City will enter into an Agreement with WF Southtown Family, LP for those $960,000 of HOME funding that will be utilized as construction financing at 0% interest for the construction of affordable housing units, site work, and infrastructure improvements. The loan will be secured by a construction mortgage.
