And here are a few of the main items the Birmingham City Council passed at the March 17th, 2020 meeting:

Item 1

The Council approved a zoning change for automobile parking structures (parking decks). The changes will allow for new structures to have ground floor retail and office space. It also sets new facade standards that will be inline with the City’s Character Code that will allow those structures to resemble mixed-use buildings as opposed to parking decks.

Item 63

The Council voted unanimously to approve a resolution accepting the 1.0% cost of living allowance (COLA) that has been approved for fiscal year 2019–2020 for all applicable employees of the City, retroactively effective from the pay period that began on June 22, 2019.

Items 88, 90, and 91

The Birmingham City Council voted to approve bids for three major infrastructure projects in the City:

  • $3,532,838.32 for the 6th Avenue Drainage Project
  • $4,361,000.00 for the Alabama Jazz Hall of Fame/Carver Theater
  • $9,609,835.00 for the Eastern Area M.S.W. Landfill Unit 2

Addendum Item 113

The Birmingham City Council passed an item that included $15,165,333 from the City’s General Fund to help the City deal with the effects of the Coronavirus pandemic.

The funding approved will include:

  • $547,133 for personal protective equipment and supplies for first responders (Birmingham Fire and Rescue Service, Birmingham Police Department, Department of Public Works)
  • $2,638,200 for overtime (Birmingham Fire and Rescue Service, Birmingham Police Department, Department of Public Works)
  • $880,000 for equipment and supplies to support increased teleworking to adhere to public health recommendations of social distancing (Information Management Systems Department)
  • $1 million for a small business emergency loan fund
  • $9.2 million to address the estimated budget shortfall for the next 60 days
