Item 40

A Resolution authorizing the Mayor to execute an agreement on behalf of the City of Birmingham with Major League Baseball Youth Foundation and Birmingham Park and Recreation Board.

After weeks of discussion, the Birmingham City Council passed an authorization agreement for Major League Baseball to construct and operate a youth academy at George Ward Park. The three-party agreement between the City of Birmingham, the Birmingham Park Board and MLB has been a point of contention in recent weeks, with some residents in the neighborhood voicing opposition over the location of the proposed park. It is now up to MLB whether or not they will choose to build their youth academy at George Ward or another location.

Item 42

A Resolution approving, authorizing the Mayor to execute an Agreement for Lobbying Services between the City of Birmingham and Government Corporate Partners, LLC, under which Government Corporate Partners, LLC, will provide lobbying services in connection with governmental issues, legislation, proposed legislation, and other matters before the Alabama Legislature, which are of interest to the City Council, for an initial term ending June 30, 2019, and for a fee in the amount of $34,000.00, which will be payable through a monthly retainer of $8,500.00 per month, with such agreement to be renewable for an additional term of one year, subject to the appropriation of funding for the agreement in the City’s budget for the 2020 fiscal year, for a total additional fee in the amount of $102,000.00, which will be payable through a monthly retainer of $8,500.00 per month.

After a discussion on the dais, the Council voted to pass an amended version of this Agreement, striking the language about the additional $102,000 for the 2020 fiscal year.

Government Corporate Partners, LLC will represent the legislative priorities of the Birmingham City Council by advocating for policies of interest to the Council to State Legislators and to other State Agencies, and, according to the contract, will provide the Council with detailed reports of the work at the State level.

Because of the lack of “Home Rule” in Alabama, progressive ordinances passed by the Birmingham City Council have, and can be overturned by the State Legislature. Having advocates at the State level helps ensure that the Council is able to better represent the interests of their constituents.

Item 43

A Resolution authorizing the Mayor to execute a Funding Agreement with the International Institute of Municipal Clerks (“IIMC”) in the amount of $45,000.00 cash and $5,000.00 in-kind services, under which IIMC shall agree to host its four (4) day 2019 73rd Annual International Institute of Municipal Clerks Conference in the City of Birmingham.

The Council voted to authorize this incentive agreement for the 73rd Annual International Institute of Municipal Clerks Conference, to be held in Birmingham from May 19–22nd.

Birmingham’s City Clerk, Lee Frazier, is the President of the Alabama Association of Municipal Clerk’s, and is recognized as a leading figure in the profession.

The Conference is projected to have an economic impact of over $2.2 Million.

The Institute’s primary goal is to actively promote the continuing education and professional development of municipal clerks through extensive education programs, certification, publications, networking, annual conferences and research. As an educational catalyst, IIMC inspires clerks to expand and advance beyond their present levels of development.
