Item 6

A Resolution relative to the application of Birmingham Recycling and Recovery LLC, for a Junk Dealer’s License to be used at 9–41st Street South, Birmingham, and the hearing of all interested parties. (Submitted by Councilor Williams, Chairman, Public Safety Committee) (Recommended by the Chief of Police and the Fire and Rescue Chief and the Public Safety Committee)

The Council approved the license for Birmingham Recycling and Recovery LLC, which is located on 41st Street in Avondale. For years, the facility has handled recycling services for 25 municipalities, including Birmingham. The facility processes 3,000 tons of recyclable materials a month. Most of that is brought in from Birmingham and the surrounding municipalities. For more information on this item, please read:

Item 17

An Ordinance “TO FURTHER AMEND THE CAPITAL FUND BUDGET” for the fiscal year ending June 30, 2019, by transferring $180,000.00 from Animal Control, $393,862.58 from Neighborhood Revitalization Projects-Undesignated and appropriating $573,862.58 to Demolition.

The Council has approved transferring funding originally designated for Animal Control that was was sitting in a Capital Improvements account since 2015, and undesignated funds from the Neighborhood Revitalization Fund to demolition projects throughout the city.

All aspects of the demolition process, from identifying properties to bidding to approving contractors, are already ready, and this funding allows the for the vendors to be paid, and for the projects to be completed.

On average, it costs between $4,000 and $6,000 for the City to demolish a blighted, vacant house.

Items 19 and 22

A Resolution authorizing the Mayor to execute an Agreement with Bridge Ministries, Inc. (BRIDGE) under which BRIDGE will provide skilled services assisting the City with assisting poor and needy citizens with: temporary housing, transportation and job readiness skills and rent and utility assistance, and the City will pay BRIDGE an amount not to exceed $40,000.00 for a term ending September 30, 2019.

A Resolution authorizing the Mayor to execute, for and as the act of said City, an Agreement with the GSBC Community Development Corporation (“GSBCCDC”), under which GSBCCDC will assist the City in facilitating various economic development projects for poor and needy citizens through job skill development, neighborhood environment empowerment, youth enrichment initiatives, and health and wellness initiatives. The City will pay GSBCCDC an amount not to exceed ($60,000.00 for a term ending March 31, 2020.

The City of Birmingham is authorized by the State Code of Alabama to grant funds to organizations for the purposes of serving the poor and needy and for the purposes of promoting economic development within the city. Known as “amendment 772”, this legislation is what allows the City to enter into contracts with various organizations to provide services for Birmingham’s residents.

Through this amendment to Alabama’s constitution, the Council approved funding agreements for two organizations today, Bridge Ministries, and the Greater Shiloh Baptist Church Community Development Corporation (GSMBCCDC).

According to their contract, Bridge Ministries will provide academic enrichment training for “poor and needy” who are without housing, transportation, or in need of training for a marketable skill. They will also provide services to prevent chronic homelessness, through its housing stability services by offering short term case management and financial counseling assistance and temporary housing.

The GSMBCCDC will provide support for mobile community gardens that teach those in need about the environment, and how to use that skill to self-sustain. They will also provide workforce development training and coordinating enrichment programs, educations seminars, and technology enrichment programs.
