Item 1
A Resolution setting a public hearing on Thursday, May 30th, 2019 at 5:30 o’clock p.m. in the Council Chambers on the Mayor’s proposed budgets.
Every year, the Mayor of Birmingham presents a proposed budget to the City Council. Before the Council approves that budget, it hosts a public hearing at which citizens are given the opportunity to ask questions, voice concerns, and make requests about how their tax dollars will be spent by the City.
Based on in the input received from the public, the City Council makes their own recommendations for any changes to the Mayor’s Proposed budget they feel are necessary. At that point, the Mayor and Council come to an agreement, and the Council passes the budget by June 30th, the final day of the Fiscal Year.

Item 27
A Resolution authorizing the Mayor to execute an agreement with Neighborhood Housing Services of Birmingham, Inc., (NHS), under which NHS shall undertake assisting with community and economic revitalization throughout the City in neighborhoods challenged by blight or gentrification by assisting citizens of moderate and low income with financial education on home ownership, locating affordable housing, further enhance the public benefit and welfare by, among other things promoting the renovation and re-use of vacant residential and commercial properties in the City, which inure to the economic health of the City and constitute important public benefits to the City and its citizens and the City will provide financial assistance to NHS in an amount not to exceed $34,000.00 in accordance with Amendment №772.
Neighborhood Housing Services of Birmingham, Inc. (NHSB) is a 501(c)(3) nonprofit organization and was chartered in 1970 with a mission to stabilize communities by offering programs and services that empower individuals to overcome their present and upcoming financial challenges.
For this contract, the organization will: provide 10 Pre-Purchase Home Buyer’s 2019 Seminars for residents of Birmingham, assist residents with foreclosure prevention counseling services, offer programs designed to address economic concerns of neighborhood revitalization, and counsel and provide ongoing support to families facing foreclosures by assisting in obtaining an affordable refinance, loan modification, short sale, forbearance agreement, or relocation assistance.
Unanimous Consent Item
A Resolution to initiate an amendment to the official zoning map to rezone property located at 3240 and 3250 Fayette Avenue Birmingham, Al 35208 from I2, Heavy Industrial District, to MUH, Mixed Used High.
Following a brief discussion, the Birmingham City Council unanimously approved a resolution to initiate the rezoning of the property where Sherman Industries has proposed to build a concrete batch facility.
The issue has been a focal point of Council discussions in recent weeks after it became known that the company applied for an air pollution permit for the property through the Jefferson County Department of Health. Sherman Industries is looking to move their facility from downtown to Five Points West, an issue that Councilor Steven Hoyt has been vocally opposed to.
The resolution that was passed on Tuesday will initiate the process of rezoning the property. According to representatives with the Office of the City Attorney, a public hearing will be held at the appropriate time.
