Item 44

A Resolution authorizing the Mayor to execute an agreement with Jefferson State Community College (Jeff State) under which Jeff State will assist the City in addressing the large widening skills gap by developing job training programs, apprenticeships, basic skills and educational enrichment programs and services for unemployed and underemployed Birmingham residents and assist in the promotion of economic development within the City, for an amount not to exceed $60,000.00 and for a term of one (1) year, pursuant to Amendment 772 and §11–47–16, Code of Alabama 1975. The services are expected to bring jobs, boost and enhance the estimated economic impact to the City.

Jefferson State Community College offers numerous career training program across many fields for Birmingham residents. Careers that Jeff State trains in range from accounting and business management to fire science and nursing. Item 45

A Resolution approving lump sum agreement with Regional Planning Commission of Greater Birmingham, 2–20th Street North, Suite 1200, Birmingham, in the amount of $250,000.00 for the Built Environment & Health Expansion Project (Shape Bham): A Building Communities Project, and authorizing the Mayor enter into an agreement with said Regional Planning Commission of Greater Birmingham in substantially the form contained within the agreement documents and in accordance with said agreement, providing that the total compensation payable under the Agreement not exceed the appropriation.

In 2013, the City of Birmingham adopted its first comprehensive plan in more than 50 years. However, the plan does not include tools for assessing relative progress in improving health conditions. In order to address the challenges of poor transportation, blight, high crime, and other social issues, the City of Birmingham has contracted the Regional Planning Commission of Greater Birmingham to integrate health issues into the City’s Community Framework plans. The Regional Planning Commission will create a social and economic assessment tool, or quality of life report card, for the City of Birmingham that will incorporate social determinants of health (transportation, education, housing, health systems, employment, etc.) and their respective indicators. The report cards will enable the City of Birmingham to measure the quality of life for its 99 neighborhoods. Under this contract, 79 report cards for 79 of Birmingham’s neighborhoods will be created. The first 20 were already created in winter of 2017.

80% of the funding for this project ($200,000) comes from a federal “Building Communities” grant. The other $50,000 comes from the City of Birmingham.

A Resolution approving lump sum agreement with Regional Planning Commission of Greater Birmingham, 2–20th Street North, Suite 1200, Birmingham, in the amount of $549,908.63, for the City of Birmingham City Center Framework Plan, with a local match in the amount of $109,981.73,, and authorizing the Mayor enter into an agreement with said Regional Planning Commission of Greater Birmingham in substantially the form contained within the agreement documents and in accordance with said agreement, providing that the total compensation payable under the agreement not exceed the appropriation.

The City of Birmingham is matching a federal Building Communities grant for the development of the second to last Community Framework plan. The 2013 City of Birmingham Comprehensive Plan recommended that the City of Birmingham support the creation of community plans. In order to accomplish this, the City’s Planning, Engineering, and Permits Department commissioned the development of 9 framework plans that serve as a set of area plans assembled from individual community plans. The City of Birmingham has requested assistance from the Regional Planning Commission to develop the City Center Framework Plan. The City Center Framework plan consists of 2 communities (Northside and Southside) and 8 neighborhoods. The Northside community is Central City, Evergreen, Druid Hills, Fountain Heights, and Norwood. Currently, there are vacancies on the Design Review Committee, which is charged with interpreting and enforcing design review guidelines that have been established for various historic and commercial revitalization districts in the city of Birmingham. All 5 positions on the City’s Public Athletic, Cultural and Entertainment (PACE) Board are also vacant. The PACE Board oversees Regions Field and the Negro Southern League Museum.
