Item 6
An Ordinance “TO FURTHER AMEND THE GRANTS FUND BUDGET” for the fiscal year ending June 30, 2018, by appropriating $100,000.00 to Mayor’s office, Healthy Food Financing per Alabama Department of Economic and Community Affairs grant award received.
The Birmingham City Council voted to appropriate $100,000 to the Mayor’s office for the Healthy Food Financing grant money that will go toward erecting an open air farmers market at the downtown intermodal facility.
Last month, the Council approved a funding match of $50,000 for a Healthy Food Financing Initiative (HFFI) grant that was received through the Alabama Department of Economics and Community Affairs to construct a covered farmers market at the new intermodal facility. The goal is to have a centralized location for all of Birmingham’s bus ridership to be able to shop.
Since 2011, over $220 million has been distributed through HFFI, bringing jobs, economic development and healthy food access to lower-income communities across the country, according to the Center for Healthy Food Access.
In Birmingham, the grant money will be used to expand access to fresh produce and other nutritious foods by having a market centrally located at the intermodal facility, giving those who ride the bus an opportunity to buy produce while on their route.
According to the supporting documents, the market will be open year-round and the city will be engaging with Supplemental Nutrition Assistance Program (SNAP) to allow for the use of EBT cards to buy fresh fruits and vegetables.

Item 8
An Ordinance authorizing the Mayor to execute an Interlocal Cooperation Agreement between the City of Birmingham and the Town of Mulga, for the purpose of providing a surplus 1990 Mack MC688FC Fire/Pumper Truck in exchange for the provision of reasonable assistance of Mulga Fire and EMS personnel upon request and subject to availability. The Fire/Pumper Truck will be provided by Birmingham to Mulga in exchange for the assistance to be provided by Mulga to Birmingham.
A great example of regional cooperation between municipalities, the City of Birmingham has entered into an agreement with Mulga, a small town to our North in Jefferson County. In exchange for the Fire Truck, Mulga will provide Fire and EMS assistance to Birmingham as needed.

Item 9
A Resolution authorizing the Mayor to execute an agreement with Behavioral Health Services, Inc., (BHS), under which BHS shall provide and maintain administrative services for the City’s Employee Assistance Program and under which covered persons are eligible to receive mental health and substance abuse assistance services, and the City shall pay an amount not to exceed $1,100,000.00 per year subject to an annual appropriation by the City for each corresponding fiscal year, commencing July 1, 2018 and terminating June 30, 2021, said agreement being awarded pursuant to Alabama Competitive Bid law, with BHS being the lowest responsive bidder.
The Birmingham City Council voted to delay the consideration of the Behavioral Health Services, Inc. (BHS) contract until the June 26th City Council Meeting. The item will appear on the June 19th Public Safety Committee meeting agenda, in order to get more information about the contract. The Contract is for an amount not to exceed $1,100,000, and the actual amount paid by the City is subject to the number of City employees served by BHS. Last year, they were paid a total of $780,000.
