Item 9 — Additional 911 Call Center Employees
An Ordinance “TO FURTHER AMEND THE GENERAL FUND BUDGET” for the fiscal year ending June 30, 2020, appropriating $861,986.00 to Communication, Personnel Services. This will cover the cost for twenty (20) new Public Safety Dispatcher I (PSD1) positions and the partial salary of an Administrative Assistant position. The entire cost will be reimbursed by the E-911 District.
According to Greg Silas, Director of Birmingham’s Emergency Communication District, this funding, part of the Emergency-911 District’s $4,000,000 budget that that the City Council (acting in their role as the E-911 District Board) approved. There are already 39 approved call takers, and this funding will take the number to 59. These additional positions will allow Birmingham’s 911 call center to have having no hold time for callers, to answer each call within 3 rings or less, and to dispatch a call within one minute from it being answered.
Item 11 — HABD Policing
An Ordinance authorizing the Mayor to execute an Interlocal Agreement between the City of Birmingham (City) and the Housing Authority of the Birmingham District (HABD), to form a law enforcement task force and Community Safety Partnership related to HABD’s High-Intensity Community Oriented Police Patrol Program (“Program”) for an initial period of up to two (2) years at designated HABD properties. HABD will provide funding to the City in an amount not to exceed $1,800,000.00 per calendar year or $450,000.00 per calendar quarter. The City will provide up to fourteen (14) police officers for at least one shift each week (hereafter “Officers”) one (1) sergeant and one (1) lieutenant (hereafter “Supervisors”) to perform law-enforcement in the housing communities.
The Birmingham City Council approved a contract for the Birmingham Police Department to take over the patrol of HABD public housing communities. The High-Intensity Community Oriented Police Patrol Program (HICOPPP) was previously run by the Jefferson County Sheriff’s Office, but since the HABD communities are geographically under BDP jurisdiction, all 911 calls would still be taken by the BPD. Now, the community policing will be more streamlined, with 14 officers, plus one sergeant, one lieutenant patrolling the 14 housing communities, and alternating between communities based on crime statistics.
Item 48 — Negro Southern League Museum Repairs
An Ordinance “TO FURTHER AMEND THE CAPITAL FUND BUDGET” for the fiscal year ending June 30, 2020, by transferring $254,800.00 from Police Firing Range — Admin & Classroom Building, $17,090.43 from Civil Rights Institute Remediation, $4,981.03 from Car/Truck Washing Facilities, $8,110.00 form Car/Truck Washing Facilities, $5,292.93 from Fuel Pump Replacement and appropriating $290,274.39 to Negro Southern League Museum Capital Improvements.
The Birmingham City Council had previously allocated funding for the development of the Negro Southern League Museum, and for the build-out of Michael’s restaurant. Due to issues with the construction of the museum, Michael’s restaurant has not been able to move into the building and begin operating.
The construction and inspection issues of the building preceded the current Council and Mayor’s administration, and this funding will go toward correcting those issues, and preventing any future structural issues so that the Museum can function without interruption, and the restaurant can open in a timely manner.
