Item 42 — Sale of City-Owned Property
An Ordinance authorizing the Mayor to execute a Contract for Sale of Real Estate with Cedar Real Estate Group IV, LLC, under which Cedar Real Estate will purchase certain real estate situated in the Daniel Payne Industrial Park, in Birmingham, containing approximately 9.55 +/- acres, for a purchase price of $40,000.00 per acre, and an estimated total purchase price of $382,000.00 and authorizing the Mayor to execute the statutory warranty deed and such other documents and instruments as are required to finalize the sale of the Property upon the terms of the contract.
The Birmingham City Council approved the sale of this City-owned property to the Cedar Real Estate Group, who is preparing the area for CRST Malone, Inc. for use as their flatbed division headquarters. Founded in 1928, CRST Malone, Inc. is one of the oldest, privately held flatbed carriers in the industry. Headquartered in Birmingham, Alabama, they have more than 1,400 owner/operators and more than 50 field offices in the U.S. and Canada. 100% of the funds from this sale, as well as from the sale of 13.04 acres of property at Daniel Payne Industrial Park to Alabama Power Company for $487,696 will go directly into the City’s Neighborhood Revitalization Fund, according to Mayor Randall Woodfin.
Item 45 — Parker High School Athletic Uniforms
A Resolution authorizing the Mayor to execute and deliver an agreement with The Birmingham Board of Education, pursuant to §11–40–1 and §16–11–9.1 Codes of Alabama, 1975, to provide the following goods and services for the benefit of student athletes of the Birmingham City Schools: Support for A. H. Parker High School Athletic Department’s Sports for the purchase of Volleyball Uniforms ($500.00), Track G/G Uniforms ($750.00), Softball Uniforms ($1,000.00), Baseball Uniforms ($1,000.00), and Athletic Officials (Baseball — $2,250.00; Softball — $1,500.00; Soccer — $2,500.00; Track — $2,000.00; and Volleyball — $1,200.00) which was submitted as its Athletic Budget for the 2019–2020 School Year and authorizing the allocation of the sum of $12,700.00 for this purpose, said funds to come from District 5 ($9,450.00.00), District 6 ($2,000.00), and District 9 ($1,250.00) Discretionary Funds for a combined total of $12,700.00.
On December 4th, 2018, the City Council passed a Resolution approving the City funding $247,000 worth of band uniforms for Birmingham City High Schools. The City Council is continuing to supplement uniforms to Parker High School through the use of discretionary funds from 3 separate Council offices.
Item 50 — Stormwater Appeals Board Appointment
A Resolution appointing one (1) member to the Stormwater Appeals Board said term expiring July 1, 2021
The Birmingham City Council has appointed Darrell Bronson to the City’s Stormwater Appeals Board (SAB).
The City is responsible for operating the Municipal Separate Storm Sewer System
(MS4) in compliance with a National Pollutant Discharge Elimination System (NPDES) permit, issued by the Alabama Department of Environmental Management (ADEM) under the authority of state and federal clean water laws and regulations. In the adoption of the Storm Water Protection Ordinance, the Birmingham City Council authorized a Storm Water Appeals Board as part of the enforcement process. The Board provides a forum for a person notified of a stormwater violation to appeal a notice of violation.

Meeting Schedule:
The SAB shall meet at least six times a year on a bi-monthly basis and such special meetings as the chair may find necessary. Regular meetings will be held bi-monthly every 2nd Wednesday at 6 pm in Conference Room 215 located on the 2nd Floor of City Hall. A majority of the SAB shall constitute a quorum.
